Dear Sir/Madam
To many Dalits and Adivasi people have been exposed to and suffered physical violence,
abusive comments, and other forms of victimization, unfair exploitation, discrimination, and injustice.
benefit to their communities and for all India.
Particularly concerning are the deaths of students who are looking only to improve their life chances. Their deaths by their own hands are caused by the behavior of those who can influence outcomes that affect their chances of success in such a way that they are disadvantaged and caused to question their very existence.
As a pattern of continuing behavior by those in positions of power, this leads to frustration and alienation and regrettable outcomes, not only for the families associated but for the loss of benefit to their communities and for all India.
I understand that protections exist within the Indian Constitution which forbids the type of treatment that, the Dalit and Adivasi populations of India are caused to needlessly endure.
Dalit communities have long endured serious abuse, but the state has fallen short of justice.
The government should undertake systemic changes for proper enforcement of laws,
ensure that public officials including the police,
are held accountable when they fail in their duty the father of the Indian Constitution who called for the ‘annihilation of caste’ itself.
Respect for human rights
He was optimistic that reason, law, and democracy would overcome tradition and prejudice.
His was a noble vision that diverge significantly both in his lifetime and after.
In upholding constitutional guarantees of equality, freedom, justice, and human dignity, the government of India should demonstrate its commitment to the eradication of caste violence and caste-based discrimination.
There is an urgent need to check whether these laws ensure the protection and promotive aspects of Dalits and amend it where necessary. Respect for human rights builds societies that are more fair, more flexible, and more likely to be prosperous and stable.
I urge Human Rights Watch to press the Indian government to bring its practice into compliance with national and international law.
I share with you a sense of hope that India can continue to be a crucible of civilization and an international beacon of enlightenment rather than a human rights desert of despair.
